Changed validation of XML processing instruction. It was failing if encoding attribute was present in <?xml ... ?> processing instruction. This was fixed.

Updated version number to 3.8.5.184

* Updated snippets editor help topic to mention restriction on snippet names to begin with an English letter or the underscore.
* Reformatted some bullet lists to make for easier reading.

Updated snippets validator to reject snippet names that do not begin with 'A'..'Z', 'a'..'z' or an underscore. This fixes bug #3120958 for new and edited snippets.

Fixed error in TAlphaListPageHTML.BuildRoutineList where snippets with names that started with lower case letters were not being added to the snippets list. This fixes bug #3120962.

Updated version number to 3.8.4.183

Modified to display hourglass cursor while form initialises - there can be a lag with a large number of snippets to display.

Removed duplicate "thanks" label and updated form arrangement accordingly.

Updated copyright date range to match revision date.

* Added button to terminate application from bug report dialog that appears when the application detects a bug. User must confirm termination from a dialog box. Implements feature request #3074914. Also updated dialog box narrative to refer to new button.
* Updated related help topic re terminate button.
