Char-Cold is a water-containing substance made from ice, naturally clear and powdery. Char-Cold is made from ice by freezing it in an "airless" (minimal oxygen) space at a low temperature. The ice will not melt, but instead turn into Char-Cold. The by-product of making Char-Cold is snowmelt and water.

People use it for different things such as throwing it at a TV set, and in refrigerators.
