Task/s: Fix constraint violations of arXiv classification (P820)

Function details: arXiv classification (P820) has a constraint requiring it to be a qualifier of arXiv ID (P818). Currently, 1333 pages violate this constraint. This task would move the classifications from an independent statement to a qualifier, for all items that have one arXiv ID (not several or none). Originally requested here. - Comment Considering the Python Notebook note that you have shared and after verifying the changes made by your program on the scholarly article item, I feel that it works fine.
