Halle, 2023. When 17-year-old Luise accompanies her friend Vanessa to a meeting of an environmental activist group, she has no idea that this will completely change her life. What begins as a peaceful evening in the protest camp in front of the waste disposal company Daniel Noll's headquarters soon ends in an escalation of violence. Various youth groups and the police clash. Vanessa is seriously injured when a bottle is thrown. There is looting and arrests. The police are taking tough action. Luise's mother Catrin is on site as the chief inspector. Together with her colleagues from the House of Youth Law (HDJ), she stands for an approach in which police, social workers and prosecutors work together to prevent juvenile crime. Politicians are putting pressure on the HDJ and accusing it of failing in the face of the riots. How could the riots happen and who is responsible for throwing the bottle at Vanessa? Catrin is put in charge of the investigation - unaware that her daughter was in the middle of the riots. Luise joins the activist group "Red Flag Halle" around Niklas, Pattie and Felix. Together they take soil samples from a quarry in order to convict Daniel Noll of illegal toxic waste disposal.

During the course of the investigation, Catrin recognizes her daughter in the midst of the riots on a cell phone video. She decides to protect Luise on the condition that she breaks off contact with the activists. Luise agrees, but has long been planning the next action with "Red Flag Halle". The results of the soil analysis have confirmed the suspicion against Daniel Noll: toxic substances are being disposed of at the quarry. Felix is supposed to confront him with the data in a public radio broadcast. But Noll brushes off these accusations. To give the matter the necessary seriousness, Luise and Felix send the soil samples to the court. Meanwhile, the police and youth welfare office are being pushed to their limits by intensive offender Dennis in the House of Youth Law. He fights for recognition and to be able to move back in with his family. He lives in a supervised youth shared apartment, which Luise's father, Alexandr, looks after as a social worker. Catrin identifies Niklas as one of the perpetrators at the center of the riots and she confronts him. Niklas realizes that Luise is the daughter of a police officer and therefore poses a risk.

Catrin and her colleague Tietze question Vanessa in the hospital. Her condition has improved, but she still can't remember who was responsible for throwing the bottle. Meanwhile, State Secretary Sylla has filed a complaint against Tietze as a result of the police operation on Paulusplatz. Städing therefore has to call in internal investigators against him. Catrin increasingly has doubts about Tietze's integrity. Luise tries to regain Niklas' trust by sharing secret information from her mother's police computer with "Red Flag Halle". Together with Niklas, Felix and Igor, she then carries out a "die-in" in front of the headquarters of Daniel Noll's waste disposal company. But the action escalates. Niklas attacks Noll and turns the group against him. In the shared apartment, Dennis loses control and freaks out. He injures his roommate. Alex only manages to overpower him with difficulty. The paramedics who arrive calm Dennis down and restrain him. Alex has to watch helplessly. When Tietze finds out that Catrin deleted evidence to protect her daughter, he puts her under pressure: Catrin should testify in his favor in front of colleagues from the internal investigation.

Catrin is questioned by the internal investigators about Tietze's behavior during the joint operation on Paulusplatz. When she finds out about the threat that Tietze is said to have made to Felix when he was arrested, she is shocked. But she sticks to her statement that Tietze behaved according to the rules. In the psychiatric clinic, Dennis gets a chance: he is offered a place for therapy. At the same time, Alex talks to Dennis' mother and urges her to take Dennis back home after therapy. The decision was made in court: Daniel Noll will not be charged - a victory for him, a defeat for Luise, Pattie, Felix and Niklas. Your attempts to draw attention to Noll's environmental violations are in vain. At the Youth Law House, Alex tries one last time to advocate for Dennis to remain in youth welfare. But with his violent behavior in the shared apartment, Dennis has lost his last chance and has to leave the shared apartment. Since his mother doesn't want to take him in and he refuses a place for therapy, he ends up on the street. Disillusioned by the defeat against Noll and his father's behavior, Felix goes on hunger strike.

More and more hunger strikers have joined Felix. He announces that from now on he will also avoid liquids. Luise, however, thinks a hunger strike is the wrong option. She confides in Igor and tells him that she is worried that everything around her is falling apart. At that moment the two are attacked by Timo and the Hools and Luise has to watch as Igor is beaten up. When she comes home, she secretly steals her mother's service weapon from the safe in order to take revenge on Timo together with Igor. But Igor rejects the violence. When Niklas goes to visit Vanessa in the hospital, her room is suddenly empty. He fears the worst. A little later, the hunger strikers' camp is evacuated. Emergency services transport Felix away. Luise and the other activists show solidarity and remain in a human chain in the camp. Catrin is also on site. She knows that Luise has stolen her weapon and wants to take her daughter away. But Luise defends herself and is finally arrested by Catrin. Niklas has given up hope. He no longer believes he can change anything and desperately climbs onto a crane on the quarry site.

Luise manages to convince Niklas to continue. They want to force Noll to tell the truth by force. When they try to convince Pattie and Felix of their plan, Pattie backs out. Violence is not an option for them. Meanwhile, Alex warns Dennis that the police are looking for him. He is suspected of being responsible for throwing bottles at Vanessa. When Dennis finds his little brother Linus sitting on his mother's balcony in freezing temperatures, completely frozen and with bruises, he decides to act. Regardless of the search call, he takes Linus to the police station, hands him over to the care of the youth welfare office and reports his mother. Eventually Dennis is arrested. Catrin is looking for Luise, who still has her service weapon. When Catrin learns from Niklas' mother that not only Niklas but also her car has disappeared, they both suspect something bad. Luise, Niklas and Felix kidnap Noll at gunpoint and take him to a secret location. They want to force him to confess his crimes in front of the camera. They are also demanding an independent investigation from the mayor of the city of Halle in order to fully clarify the allegations against Noll. In the House of Youth Law, Catrin and Alex watch the live stream of Noll's kidnapping. They understand what no one else knows: one of the kidnappers is their daughter Luise.
