Collum had long detested the previous film (his first full-length feature as a director). It's success for Moore Video in 1995 lead to an immediate offer to direct Mark of the Devil, Part VII, but he declined. However, the 25th Anniversary release on DVD proved unexpectedly successful. Then two critics speaking of Collum's overall filmography stated he 1 - couldn't label his work as B-movies because "they're not usually campy or gory enough" and 2 - he was "too spoiled by his recent budgets" to be able to make a camcorder movie like he did in the 1990s. So he came up with the concept to quickly film a very low-budget "sequel" on an iPhone SE. The story would be a campy, gory (occasionally scary) and satirical tale of the both the non-"franchise" Parts 1-5, and a direct continuation of the story line and characters of his ill-fated Part 6.
