Gold Beach, Bookings-Harbor see placers at State Track

For The Pilot Gold Beach had a pair of state champions in the Class 2A state track meet Friday at Hayward Field in Eugene.

Korben Storns won the discus with a throw of 149 feet, 4 inches.

Nelson Wilstead took the javelin with a heave of 172-2.

The Bruins had one placer each for the girls and the boys in the Class 3A meet. Lexie Newman was seventh in the 400 meters, finishing in 1:00.95. Peter Goode was seventh in the 800, finishing in 2:03.18.

Storns also finished fourth in the shot put on Thursday (42-0 ¾). Gold Beach was 10th in the team race.

Sheriffs erase thin blue line between California and Oregon

Last week, Del Norte Sheriff Garrett Scott and Curry County (OR) Sheriff John Ward announced a Hands Across the Border agreement to join forces to help combat drugs and stolen property crossing state lines.

Two deputies from Del Norte and two deputies from Curry took their respective Oaths from Oregon and California.

Cross Deputization will allow investigation teams to conduct operations jointly. Sheriff Scott said, “Teams from both counties can assist each other in search warrants to help identify suspects and stolen property as well as information exchange.”

The extradition process remains unchanged with an arrestee going directly to jail within the jurisdiction the accused is arrested. An extradition warrant would follow.

We need to support initiatives to reintroduce sea otters

According to new research, our oceans are struggling. The study, in part published by Oregon State University researchers, reveals that the world’s largest marine protected areas (MPAs) are not delivering the biodiversity benefits they could. This is due to slow implementation of management strategies and failure to restrict impactful human activities.

Many MPAs allow activities like oil and gas exploration and industrial fishing, which undermine conservation efforts. One-quarter of these areas lack implemented management plans, making it like these areas were unprotected.

One purpose of MPA’s is to build up ocean and coastal resiliency and if they aren’t properly protected, they often fall short of this. Fortunately, there are other ways to build ocean resiliency and that’s why in Oregon, we should bring back sea otters. Our kelp forests, once abundant and diverse, have suffered greatly in the absence of sea otters, which were hunted to extinction over a century ago. The unchecked growth of purple urchins has devastated these important habitats, turning flourishing kelp forests into barren wastelands. We are losing the biodiversity and resilience of our kelp forests which is a big problem but sea otters can help bring them back.

To combat this, we must support initiatives to reintroduce sea otters to Oregon’s coast. Engaging coastal communities, youth, and the general public in these efforts is essential. With public favor for bringing back sea otters, the U.S. Fish and Wildlife Service can move forward with reintroduction plans. Reintroducing native species like sea otters could improve ocean resiliency, revive our kelp forests, and ensure a healthier, more biodiverse future for Oregon’s coastal waters.

The kids are home from school: 4 tips to address youth mental health

As high school and college students finish their spring terms and prepare for summer, it’s a critical time to check their mental health and consider how to engage in conversations about it.

This is especially important for college students, as the 2nd Annual Student Behavioral Health Report reveals a significant jump in selfreported mental or behavioral health concerns among college students as compared to high schoolers.

The report found college students self-report a near-50% increase in anxiety, depression and suicidal ideation compared to high school students. For example, high school students reported that during the past year, they or a classmate or friend experienced anxiety/stress (35%), depression (20%) or suicidal thoughts (9%). Among college students, those self-reported experiences increased to 55% for anxiety, 41% for depression and 13% for suicidal thoughts.

Importantly, the report found many parents may not be aware of this change. For example, while 41% of college students self-reported they, a roommate or a friend have experienced depression in the past year, only 18% of parents reported their college student experienced this.

In contrast, parents of high schoolers reported perceptions more closely aligned with high school students’ self-reported experiences: 20% of students reported depression, while 15% of parents reported their high schooler experienced this issue.

In honor of May’s Mental Health Awareness Month, here are four tips to help proactively address mental health concerns among young people: Look for warning signs. As students wind down or return from school for the summer, take stock of their mood and be on the lookout for any warning signs of mental or behavioral health concerns. These can include constant feelings of sadness, hopelessness, withdrawal from friends and family, inability to concentrate, excessive worries, changes in sleep or eating habits, extreme mood fluctuations, or problems with alcohol or drug use. Have conversations early and often. The Student Behavioral Health Report revealed the more frequently a child’s mental health comes up in conversation, the more likely the child may be to interpret their parents’ tone and behavior in a positive light – and to take action to access care. If you’re unsure how to approach the conversation, UnitedHealthcare offers conversation starter cards to help parents talk to their kids about mental well-being and spark conversations

that move past one-word answers. For instance, ask your student, “What can I do to support you better?” or “What are you most worried about right now?”.

Talk to your primary care physician. It’s important to raise mental or behavioral health concerns to a health care professional – just as you would if it were a physical illness. For many, primary care physicians are the first line of contact and will be able to help assess symptoms and provide guidance on next steps.

Get familiar with your resources. There may be various resources available in your community or through your health plan, including assistance with finding a quality mental health care provider, understanding what’s covered and virtual care or coaching options. Also, many colleges and universities offer on-campus support services, 24/7 crisis support, virtual care, and access to self-care apps and wellness resources. Some student health plans offer students unlimited free virtual mental health visits.

By considering these tips, parents and adults can play a key role in improving mental health challenges experienced by many young people. If you or someone you know is struggling or in crisis, call or text the 988 Suicide and Crisis Lifeline for 24-hour, confidential support.

Merkley Monthly: Strengthening wildfire resiliency and response

I’ll never forget driving more than 600 miles up and down Oregon during the 2020 Labor Day fires. I saw towns destroyed and never once broke free from the thick smoke. I was deeply moved by that heartbreaking experience.

May is Wildfire Awareness Month, so I want to make sure you’re aware of how I’m working to protect Oregon’s communities from wildfire threats.

In April, I led Oregon’s entire Congressional delegation in a letter urging the Secretary of the Interior and the director of the Bureau of Land Management to renew the Western Oregon Operating Plan, known as WOOP. This effective, century-old fire management system expires at the end of June, so we’re pushing to extend it another five years to continue critical fire response preparedness and coordination for western Oregon.

As chair of the subcommittee that directly oversees the budgets for these agencies, and as the only Oregonian on the spending committee, I made sure that the government funding bills we passed in March made big investments in wildfire management. They included $4 billion for wildfire suppression operations across the country, $7 million for smoke mitigation through the program I created at the Environmental Protection Agency, and $31 million for the national Collaborative Forest Landscape Restoration Program, which includes five collaboratives across Oregon that are proven models for forest management.

In addition, I’ve introduced the Wildfire Resilient Communities Act to provide $30 billion to increase federal wildfire reduction projects and triple funding, up to $3 billion, for the Community Wildfire Defense Grant Program. And I worked across the aisle to save the Job Corps Civilian Conservation Centers, which operate three locations in Oregon, including one in Yachats, training young people for conservation careers, like wildland firefighting. We also need to invest in our firefighters. Between 2017 and 2022, Oregon received more than $43 million in Assistance to Firefighter Grants to purchase needed equipment, protective gear, emergency vehicles, and trainings. That’s in addition to more than $33 million awarded to Oregon over the same period to recruit and retain trained frontline firefighters. This month, I once again led a bipartisan group of Senators calling for additional funding to train National Guard members to fight wildfires. And I support making permanent the pay increases for federal wildland firefighters provided by the Bipartisan Infrastructure Law.

You don’t have to be near a wildfire to be harmed by it, so I’ve introduced two bills to support Oregon families and businesses from smoke and heat hazards.

The first is the Smoke and Heat Ready Communities Act to help communities develop new tools to protect the public during extreme smoke and heat events, like creating cool

spaces with clean air that can be a safe refuge in dangerous conditions.

The second is the Wildfire Smoke Emergency Declaration Act, which would empower the President to declare a “smoke emergency” and mobilize the federal government to aid states and local communities, establish emergency shelters, and assist with relocation efforts, just like for a flood or storm.

It also would allow small businesses to access federal resources to recover from what can be a huge financial hit, from grape growers in the Willamette Valley to the furniture store owner in Southern Oregon who told me about how their entire stock had been ruined by smoke. Our communities deserve the same recovery assistance for natural disasters as other regions, even if our emergencies look different out West.

Wildfires, severe smoke, and extreme heat aren’t going away anytime soon, so I’ll keep fighting for the resources to ensure that Oregon’s communities and forests are safe and prepared.

The Valhalla Townhomes complex was initially built in 1980 and consists of 8 two-story apartment buildings containing 45 two-bedroom units, including one manager’s unit, and a one-story office and laundry room building. The two-bedroom units are 900 square feet. A community building is proposed to be constructed as part of the rehabilitation of the project, and five (5) units will be rehabilitated to be made ADA-compliant which includes adding a bedroom and full bath to each unit and converting an existing bedroom to a den or non-bedroom use. The resulting project will have a unit mix of 45 2-bedroom, including one 2-bedroom managers unit. Projected sources of funding include the following: Permanent Loan- $3,000,000; City of Crescent City HOME funds$3,150,000 (includes City funds of $75,000 Admin and $75,000 Soft Costs); Crescent City LIMHF loan $300,000; Seller Note$2,200,000; MGP Loan$1,238,782; 4% LIHTC Equity$4,093,609 and GP Equity-$100 for a TDC of $13,832,491. The project currently has 20 years of 25 Project Based Vouchers with an estimated value of: $7,230,000.00.

FINDING OF NO SIGNIFICANT IMPACT

The City of Crescent City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Crescent City offices located at 377 J Street, Crescent City, CA 95531. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Crescent City at the above address. CERTIFICATION

The City of Crescent City certifies to HCD that Eric Wier, City Manager, in his capacity as certifying officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. U.S. Senator Ron Wyden today announced he will hold in-person town halls in Josephine, Curry, Coos and Douglas counties on May 28-29.

Heading into these four town halls, Wyden will have held 1,081 town halls throughout Oregon – including 16 so far this year -- in fulfillment of his pledge to hold at least one town hall each year in each of our state’s 36 counties. The town halls in these four counties originally had been scheduled for April, but had to be postponed because of Senate votes in Washington, DC. “I’m glad to be able to reschedule these town halls so quickly. Gold Beach student wins

SALEM, Ore. – Kacen Wardle, an 11th grader at Gold Beach High School, won the third-place prize for his digital media presentation in the Oregon Mayors Association’s (OMA) “If I Were Mayor…” civic awareness contest.

Each year, students statewide compete in three age groups using different media, describing what it would mean if they were the mayor of their city. Posters are designed by 4th and 5th grade students; 6th through 8th grade students write essays; and 9th through 12th grade students produce a short video.

The competition begins with a local contest conducted by mayors. The local first-place winners are entered in the state-level competition in the spring, which is judged by members of the OMA Selection Committee. Twenty-five cities participated in this year’s contest at the local level, with 45 entries being forwarded to the state-level competition.

Middle School.

First-place prize winners in this year’s statewide contest, each receiving a check for $500, were:

• Poster - Prakrithi Balasubramanian, 5th grader at Archer Glen Elementary School in Sherwood;

• Essay - Leuca Wanford, 6th grader at Lakeridge Middle School in Lake Oswego; and

• Essay - Catania Fenstermaker, 6th grader at Otto Petersen in Scappoose; and

• Video - Malia Stewart, 10th grader at Banks High School.

We all knew him as “Ted.” He passed away peacefully of natural causes at the age of 98 at the Bay Area Hospital in Coos Bay, OR on January 7th, 2024. He was born to Alfred and Bessie Clawson in 1925 in Ashland, OR.

He served in the US Army from 1943 until 1971. During this time, he received a 4-year college degree (1946-1950). In the military, he was trained in the Intelligence Department at Camp Ritchie. He served in World War II, the Korean War, and Vietnam. He spoke fluent German, which helped in the war efforts at Normandy Beach. He also took part in the mortar squad. The military was his career, returning as a decorated Master Sergeant.

He later took a job in Las Vegas, working for many years in security before retiring again.

Ted and his wife, Norma bought a travel trailer to see the United States. They found their home in Brookings, OR, on the coast. Ted enjoyed telling stories of his adventures traveling, eating fine foods, and growing up during the Depression.

Ted was kind, generous, and had a spirit of joy that he shared with all he knew. He believed in God, family, and country. He was proud to be an American.
