 Dry ingredients:
1 cup cornstarch 1/4 cup flour 1/4 teaspoon baking powder
1/2 tsp salt
1/2 tsp ground black pepper Wet ingredients:
1 egg, beaten
1 1/4 cups cold water 

2 cups cooking oil, for frying Vinegar dip ingredients: 1 cup vinegar Onions, chopped Garlic, minced Cucumber, chopped Siling pansigang, chopped Siling labuyo, chopped Salt & pepper, to taste PROCEDURE: 1. In a big bowl, combine dry ingredients. 2. In the same bowl, mix together wet ingredients with the dry ingredients. The batter should not be too thick. If it’s too thin, add a 1/8 to 1/4 cup of cornstarch. 3. In the same bowl, add in the veggies then mix together with the batter. Refrigerate for 30 minutes. 4. In a small saucer, put 3 to 4 tbsps of okoy mixture then spread out thinly. 5. Optional: Put pieces of tokwa and a whole shrimp on top. 6. In a deep pan, heat oil enough for deep-frying. 7. Drizzle some batter on top of the okoy mixture then carefully put into the hot oil at medium heat. 8. Using a ladle, quickly shape the okoy into a round shape. 9. Fry until golden brown then remove from oil and allow to cool down for a few minutes 10. For the vinegar dip, in a small bowl, mix together vinegar dip ingredients. 11.
