The first is the difference between the brittle (the fractured upper beds) and the ductile (the folded lower beds) response of different rock layers to the same stress.  The second is that the feature is compressive, indicating that it is most likey a Laramide structure (ie. Rocky Mountains) and not a later Basin and Range extensional structure.
