Bijection 0.9.6 release proposal

Primary change in this is to switch some of the Twitter libs to provided (util, finagle, scrooge) so that users picking those libraries up as well as Bijection don't run into issues (#268). This will also include some updates to annotations (#267) and removal of unused imports (#269). Not sure if we want to get anything else in.
