Looks like you are using Termux to try to compile scikit-learn and it is failing at compiling scipy. I had some success in the past compiling scikit-learn on termux see scikit-learn/scikit-learn#29367 (comment) for more details, in particular one trick was to use pkg to install scipy but there were quite a few additional caveats ...

Having said this, just to be 100% explicit, please don't ask follow-up questions in the scikit-learn issue. This is very niche and I won't have time to help you more.
