Right now "fast TTFB" is shown as an average density of fast TTFB experiences across all of that host's websites. This doesn't take into account the popularity differences between websites.

Instead, change the ratings to show the percent of websites for that host consistently meeting the thresholds. For example, a website's density of fast TTFB experiences would need to exceed 75% for the entire website to be considered fast. If more than 25% of TTFB experiences qualify as slow, the entire website is considered slow. Otherwise it is considered average.
