I'd check web archives (This one seems to work: https://web.archive.org/web/20170620222542/http://easymodbustcp.net/) . I was able to find a couple snapshots of the site with some documentation, but I would recommend looking at other libraries before settling on this one. Its very much out of support and I have experienced a number of bugs. You can try using System.Net.Socket.TcpListener and TcpClient, but this will require a bit of knowledge of the Modbus protocol.

All that said, if you're just looking for something simple and are ok with debugging issues when they arise then this library will do.
