Add an option to upgrade the quality of a specific movie or show

A movie or show has been downloaded at some point and you aren't happy with the quality of the release that was grabbed. As a user, I should be able to trigger a way to grab a new higher quality version of that content without having to do lots of manual work.

Proposed situation

1. Release is requested via Overseerr
2. Plex picks up the Symlink for a 720p release
3. The quality is checked and it's not the best - I request a quality upgrade
4. Riven re-checks for another release whilst blacklisting the current one, then re- symlinks the new files
5. Plex picks these up and the quality is tested
