BUG: dependencies changing clusterRefs #1100

Problem Description
In v0.50.0, when DependsOn is set, Sveltos is resetting clusterProfile.Spec.ClusterRefs instead of simply resetting ClusterProfile.Status.DependenciesHash
Spec.ClusterRefs is set by the users. So Sveltos should not modify that.
