Hi
The user is created without the DBA role and does not have the permissions to create tables in PDB.

Issue will be fixed in the next release ...
"create pluggable database \"%s\" \ admin user \"%s\" identified by \"%s\" roles = (DBA) \ storage ( maxsize %s max_shared_temp_size %s ) ";
