Move ILLink documentation to runtime docs folder

Currently, we are trying to move ILLink in https://github.com/dotnet/runtime/pull/78049 ILLink has its own docs folder with documents in it. After the repo is merged with runtime there should be a follow-up commit that moves the documentation into the runtime's central location.
