[DEFECT] Force Unlock workflow action not Unlocking in UVE Page Properties. #34333
Description
Problem Statement
When a workflow step has a "Force Unlock" workflow action, the action does not work when using the Page Properties screen through UVE.
Note: The workflow action in the drop down menu in the UVE does work, as well as the right click context menu in the Browser portlet. This seems to be explicitly the Page Properties screen when accessed from within UVE.
