Tools menu overlaps with Close button and becomes unclickable

Describe the problem

I encountered a UI bug in Arduino IDE 2.x (latest version as of today).
When the IDE window is resized to a narrow width, the Tools menu overlaps with the Close button on the top-right corner, making the Tools menu unclickable.

This issue occurs both in Japanese and English UI settings.
I tried switching languages, maximizing the window, and restarting, but the issue remains until the window is widened enough.

Since I can't use the IDE like this, I gave up coding today and decided to work on my spec document instead.

Please fix this UI bug — developers need their Tools menu!
