Follow-up tasks to the work from #603.

• Rename 'CLI' to 'ContainerCommands'.
• Rename 'ExecutableCLI to 'CLI'
• Make Command types for files in https://github.com/apple/container/tree/main/Sources/CLI/System/Property public.
