Last segment of location.pathname added to location.hash (NG 1.1.5)

When navigating to a url like http://localhost:9000/index.html angularjs transforms the location to http://localhost:9000/index.html#/index.html

I expected the url to be untouched until modified intentionally with $location or a routing service.
