On November 15, 2024, Microsoft announced that 'Windows 11 disc images (ISO files) are now available for Windows 11 on Arm. The latest Windows 11 Arm64 ISO can be downloaded from 'Windows 11 Downloads'.'
On the distribution page, the latest Windows 11 24H2 image file can be downloaded at the time of writing.

Windows 11 for Arm64 has been available for some time, but Microsoft did not provide ISO image files. Therefore, users had no choice but to obtain Windows 11 for Arm64 via Windows Update or virtual disk image files (VHDX).
The ISO image file released by Microsoft this time is designed primarily for running Windows 11 in a virtual machine on an Arm64-based PC, but it can also be used to directly install Windows 11. This makes it useful for cleanly installing the OS from physical media or reinstalling after upgrading your SSD.
For new PCs with Snapdragon X series, users can install Windows from ISO file without additional drivers, in this case, after Windows is successfully installed, the remaining drivers can be obtained through Windows Update etc. to enjoy full functionality.
However, devices with older generation chips, such as the Snapdragon 8cx Gen 3, will require additional driver support from the device manufacturer to be added to the image.
