[edit]Seems these two articles discuss the same thing. I am unsure if infomation from the hyphenated version should be brought over to this article, or whether a simple re-direct would be better. Avicennasis @ 08:46, 18 February 2010 (UTC)

This needs to be updated. This law is poorly writen and not enforced. It has been amended several times. The OSC did not take their first case until 2003 and it took an act of Congress.
