On October 29, 2023, he was promoted to general in the second general appointment of the Yoon Suk-yeol administration and was nominated as a candidate to succeed Army General Kim Seung-kyum as chairman of the Joint Chiefs of Staff Committee. This is the first time in 10 years that an admiral of the navy has been appointed president of the joint chiefs of staff since Admiral Choi Yoon-hee (October 16,2013 - October 7, 2015) , who was the first president of the joint chiefs of staff under the Park Geun-hye government. In addition, it was revealed that Defense Minister Shin Won-sik strongly recommended Admiral Kim Myung-soo, telling President Yoon that the Joint Chief of Staff should be entrusted to the navy this time, even though himself was originally army. President Yoon would have fully accepted Shin Won-sik’s recommendation to guarantee the rights of the staff of the new Minister of Defence and align the military leadership with the new minister. When Minister Shin was on active duty, when he was head of the Joint Chiefs of Staff (With the Rank of Lieutenant-General) Operations Headquarters, Admiral Kim Myung-soo had a professional relationship with him as head of the maritime operations division under his command.
