Poisonous is when it can directly kill when eaten or consumed (not including choking), but mercury can only be considered poisonous when it's a salt. Mercury is very toxic though. The deadliest part about pure mercury is the vapor that has no smell and can only be seen in if light. Air, which contains oxygen, is not used in mercury switches because a scum of non-conductive mercuric oxide forms on the surface of the mercury, impairing the switch.
