editI made the page conform to Wikivoyage:Region article template/Large region template by making Regions a main section and moved it to the top and sorting cities among the subregions as described.
However, I am quite confused. I did not find any divisions of Navarre in es-wp that would conform to the descriptions here. That's alright, we don't use official divisions if we find a division that makes more sense for our purposes, but then we need to make it clear what our division actually is.
Where do we draw the border to "metropolitan Pamplona"? What are the borders to Estella Land?
I also wonder why we use Spanish names for our divisions? Do they in fact coincide with the entities so named? I did not find any name for "Pirineos de Navarra and Montaña" on the page, so used the English "Mountains", but having one of the five names in English looks awful. Are Pirineos de Navarra and Montaña actual names of Spanish regions (I didn't find the former neither on es-wp nor on Wikidata)? Otherwise I think either could be used.
