Fails WP:GNG. He is published by an advocacy group, has no citations at JSTOR, gets only a mirror hit and a single catalogue entry on GScholar and a couple of minor mentions on GBooks. Worldcat shows little and suggests the possibility that his book was initially self-published (Chauhan Publications). The guy seems to fail WP:AUTHOR, WP:ACADEMIC as well as GNG, although maybe this is systemic thing - I have no means of checking non-English, offline sources.
