I was preparing an RfC for [[WT:UPOL]] when I saw [[User:Beeblebrox|Beeblebrox]]'s link to this discussion. I might still post that RfC after off-wiki research, getting the preliminary statements as neutral as I can and writing my arguments with references and wikilinks. Please excuse in advance my disorganized arguments below.
 
:Creating accounts with such usernames requires that a sysop, global renamer or an editor with the account creator permission override anti-spoof, the title blacklist or both. Those filters discourage creating accounts that might be confusing such as [[User:М]] (Unicode U+041C, Cyrillic Capital Letter Em. See [https://en.wikipedia.org/w/index.php?title=Special%3ACentralAuth&target=%D0%9C here]) that might be confused with [[User:M]] (Unicode U+004D, Latin Capital letter M. See [https://en.wikipedia.org/w/index.php?title=Special%3ACentralAuth&target=M here]). Both exist as SUL accounts and could potentially edit here simultaneously. The previous English Wikipedia User:M (Latin) account was renamed [[User:M~enwiki]] during SUL finalization.
 
:An editor with permissions could override filters to create [[User:Г☇]] (Unicode U+0413 and U+2607) that would be visually similar to [[User:☈]] and potentially confusing. I'm more worried about setting precedents and seeing filters routinely overridden. [[User:Opabinia regalis|Opabinia regalis]]' cat, Babou, has the account [[User:🐱]]. If another cat lover wants the account [[User:😻]], should a person with the rights override the filters? The first is Unicode U+1F431, 'CAT FACE'; the second is U+1F638, 'GRINNING CAT FACE WITH SMILING EYES'. Or 😺, Unicode U+1F63A, 'SMILING CAT FACE WITH OPEN MOUTH', or 😻, or any of the other cat faces that should display correctly in [[UTF-8]], the default for many modern systems and their browsers.

Click on the first to see that it was quickly blocked with a note, "get a new username pls - normal letters only"; the second was blocked for reason, "username". Looking at the [https://en.wikipedia.org/w/index.php?title=Special:ListUsers&offset=&limit=20&username=%E2%99%A5 user list], it appears that consensus ten years ago was that usernames should not be symbols although consensus can change. [[User:❤]] was [https://en.wikipedia.org/w/index.php?title=Special:ListUsers&username=%E2%9D%A4&limit=1 created in 2007] but never used. {{noping|♥Golf}} shows that a symbol combined with text is likely OK.
 
:I'm concerned about the impression left with the community when we see sysops self-create accounts with Unicode symbol names using their power to override the anti-spoof and blacklist filters. I'm pleased to see that input was requested. If consensus is that such names are OK, please be sure to develop a procedure so that ordinary editors can request symbol account names.
 
:Finally, I'm concerned about the impact on visually impaired editors, especially those who depend on a screen reader. My ophthalmologist tells me I will most likely die before I am totally blind. Cataract surgery should help some and I hope is scheduled soon but my eyesight will continue to deteriorate due to macular degeneration. I already need larger than default type and find I make mistakes and have to apologize often at least partly due to my eyesight. I don't know how modern screen readers handle Unicode symbols. I haven't been involved since ASCII was the Internet standard. I need to do some research.
