Pud'n loves dollies, bunnies, flowers and many other "girly" things. He is usually found hanging out with Billy and Irwin, being beaten up, or in class. Despite the fact that she treats her (only real) friend Billy poorly, it is shown that she has as small attachment towards him since in the Big Boogey Adventure she showed concern towards Billy when he was eaten by the Krakken but when it was shown he survived Mandy immediatelly returned to her old self (she would probably never admit her attachment to him).
Nergal Junior is the son of [[Nergal (Billy and Mandy)|Nergal]] and Aunt Sis, and Billy's cousin. He has the power to [[shapeshift]], and most of the time he appears in the form of a kid who rejected his offer of friendship. When he takes another's shape, he keeps his lime eyes, glasses, green tongue and sharp, yellow teeth. His true form is implied to be freakish and grotesque, and was never seen on-screen until in the episode [[The Most Greatest Love Story Ever Told Ever / Detention X|The Most Greatest Love Story Told Ever]]. Like his father, he is lonely and can't find friends, and because of his desperation, he developed evil tendencies and terrorizes everyone who dislikes him or stands in his way. Mandy is bossy, and can intimidate almost anyone into doing what she wants with her threats. She torments everyone, including her parents, who fear her very presence. It is even shown that she has a measure of control over almost everyone living in the town of Endsville, and can extend her will upon them if she wishes. This is first seen in the episode Scary Poppins, when her parents hire an imported nanny to teach her some manners and discipline. She retaliates by exerting her control over the denizens of the town (including Jeff!) and using them to get rid of the nanny. Mandy is also a napkin collector, and has dreams of ruling the world. She once got the chance to do this, but she turned it down, as she wants to wait when the time is right. Mandy is also a "Person Scout". Mandy does not smile because it is the law of natural order within the cartoon; the one time she did smile, which was "My Fair Mandy", reality fell apart. When it did it merged with [[The Powerpuff Girls]] reality. She tried to take over the world in [[The Grim Adventures of the Kids Next Door]] by merging with the Delightful Reaper but her plans had failed by Billy's Dad, Numbuh 1 and Grim.
Piff first appears as a friend of Billy in the episode ''[[Grim in Love / Love is Evol Spelled Backwards / Crushed|Crushed]]'', and can be seen with other students in the background of several later episodes. He is a pony tailed part-[[Goth subculture|goth]], part-[[beatnik]], and part-[[Bohemian]] kid who wears all-black clothes, stylish sunglasses, a jaunty [[beret]] and a distinctive "HATE" belt buckle. He is usually silent, and expresses himself only through his imperious attitude, the occasional raised eyebrow and how he applies his saliva to the situation. His real name is never revealed; "Piff" is the name given to him by Billy when Irwin pointed out that they have to call him by some name.

His name was legally changed to Goodvibes, and he makes sure that his students feel good to the point of ridiculousness. Apparently, being an educator in the show's universe doesn't pay any better than it does in the reality: Goodvibes secretly lives in his car, which is parked in the school parking lot.

Growing up with a father who loved listening to country rock more than spending time with his own son, Grim pretended to be a country rock star to gain his father's attention. He would later discover his true passion for reaping the souls of mortals, and make it his goal to become a reaper. During his grade school years, Grim befriended a humanoid spider named Velma Green, and made his first major enemy, the Boogey Man. While Grim and Velma were considered nerds in school, they remained best friends for years until the reaper election in middle school. Grim caught Boogey trying to put many fake votes for himself in the box. In an attempt to stop him, Grim decided to put votes for Velma in the box instead, as he thought she was the one who deserved the job the most. Velma saw him, and believing the votes were for Grim, Velma developed a powerful hatred for him. After, Grim was furious at the Boogey Man and got so angry that he took the display scythe and displayed an enormous amount of power. The voters were so impressed, they all voted for him.

Centuries later, Grim lost a bet to Billy and Mandy, and under the authority of the underworld contract, he was fated to be their "best friend" forever. The contract is legally binding to the point that if he tries to leave via portal, the portal reappears somewhere in Billy's house, in addition to the fact that, as evidenced in the episode "Hurter Monkey", if he violates his contract, he'll go to Underworld Jail for the rest of his life, much to his terror. Despite this, the children treat him more like a slave, often forcing him to do their chores or create supernatural fun for them. This indiginity often leads him to seek ways of getting out of his contract, none of which have worked so far (in the Big Boogey Adventure, Boogey states Grim's ways of trying to get out of his contract as 'Invalidating a legal and binding contract'). He has also tried getting the children into dangerous situations in the hopes that they will not make it out alive, but his attempts always prove to be unsuccessful. His scythe has also been stolen numerous times but he eventually admits he stopped caring 5 episodes ago in episode 66 ("The Secret Snake Club vs P.E.").

Billy didn't realize what was going on and kept putting him into situations with exceedingly hot conditions. Billy eventually flushed him after the heat proved too much, even though the toilet was far too small to fit him. Billy's dad, while fishing, managed to catch him, promptly cooking and eating him. However, he appeared in other episodes.

This is possibly the reason why he continues to chase her, as he later admits that he likes who she is. This is seen in one episode when Mandy begins to change into a caring person, but Irwin kisses her with the knowledge that such a shock would revert her to normal. In one episode, he uses Grim's scythe to make Mandy fall in love with him, himself becoming a villain. The spell works for a while.
 
Irwin is Billy's closest friend, but is often forgotten in dangerous situations, as well as being used as bait for the paranormal entities that they often face during their adventures. While seemingly good-natured, it is revealed in a later episode that Irwin has a dark side. He was apparently born evil, but was taught the ways of good by his father, and eventually grew out of his bad behavior. This is due to Irwin having a Mummy for a mother and a Vampire for a Grandfather. Irwin also has an older brother named Melvin. Not much is known of him except that he appeared briefly in the episode "Halls of Time", and is mentioned in "Billy and Mandy Begins". He has one weakness however, his worst fear is telling jokes to wild bears, as revealed in the Big Boogey Adventure.

It is implied that she did not receive much attention from her mother when she was younger, resulting in a subconscious plea for attention from anyone who will give it to her. This is possibly the reason why she acts the way she does towards other people. She is always seen in her school clothes, even outside of school.

General Skarr is usually a cold-hearted, hateful, and harsh man, with big interests in power and world domination. While this is true, he tends to behave much more rationally when left alone. Retired from villainy, he moved into Billy and Mandy's neighborhood in the episode ''Skarred for Life''. He is constantly struggling with the temptation to return to his evil ways, often feeling the temptation to steal Grim's scythe and use its power to take over the world. Skarr enjoys tending to his garden, and often uses this hobby as a distraction from his temptation to return to the dark side,as well as making corn bread with real corn because "real corn makes it special." While he is no longer a member of Evil Con Carne, Skarr has many weapons and mementos from his past which he stores in his private study. Among these, are his military outfit, and a large picture of himself with Hector and Ghastly.
 
Skarr has a deep hatred for Billy, who annoys him to varying extents. It is shown in one episode that he also has a hatred of Ernest, his insane elderly neighbor who stalks him.

He has [[tattoos]] all over his body which originally featured Grim, but was later altered to show his devotion to Mandy.

One time, Boogey humiliated Grim in his recital of Hamlet (using a human head instead of a skull), by hooking Grim's costume to a rope, and pulling on it as Grim recites the infamous "To be or not to be? That is the question" line, giving Grim a wedgie in front of the whole class. In middle school, the Boogey Man competed against Grim and Velma for the title of reaper, attempting to cheat his way into the position by threatening to give the voters nightmares if they refuse to elect him, and sneaking papers with his name on them into the votes. He is stopped by Grim, who believed that Velma deserved the position, and uses the prototype scythe to attack Boogey. Boogey's plans are foiled, and Grim is given the position by the voters who witnessed Grim's display of rage.
 
Boogey is Grim's rival in scaring people, but usually fails in doing so. Constantly frustrated by his inability to scare modern-day children (he blames cartoons, video games and the tuba), Boogey visits Grim in the episode, ''Bully Boogie''. He challenges his old rival to a scaring contest, which he promptly loses, and is banished to another dimension.
 
The Boogey Man is prominently featured as the main villain in the television movie "[[List of The Grim Adventures of Billy & Mandy episodes#Movies|Billy & Mandy's Big Boogey Adventure]]" where he testified against Grim in front of the Underworld Court. After getting his old nemesis fired from his position as reaper, he volunteers to take Grim and his accomplices out for a sail with his pirate crew, so that he may dispose of the former reaper. Boogey reveals that his true objective is to gain a powerful artifact called Horror's Hand, a device that make's the holder all-powerful and vastly scary. Grim and the children make their escape before Boogey can dispose of them, resulting in a competition to see who can get to Horror's Hand first. Boogey and his crew compete against Grim, Mandy, Billy, and Irwin, and are unable to make it to the hand first. When Boogey steals the Hand right after Grim gets it, he scares Grim to pieces, though Grim reassembles himself, revealing that he blew himself up on purpose. For Boogey, upon realizing that he is not scary (which is his worst fear, by the way), he is thoroughly humiliated by Grim, becoming more of a coward than ever. Since then, Boogey now lives in fear for the rest of his life. He returns in the video game version of the show, though it's unknown if he plucked the courage to join the fighting, or he got infected by a Mojo Ball, which seems more likely.

However, the prankster played a trick to escape death. He made a deal with Grim to stay alive forever. After granting him immortality, Grim cut his head off. Eventually, Jack had to replace his head with a pumpkin. Since that day, every year on Halloween, Jack gets revenge on the people of Endsville by playing nasty tricks on them. In the episode Billy and Mandy's Jacked Up Halloween, he planned to steal Grim's scythe and reunite his pumpkin friends and make Halloween last forever. After the organization gets bought out by an entertainment company, Hector and Ghastly travel to Endsville to convince General Skarr to help them restart Evil Con Carne. After accidentally destroying Skarr's garden, the angry general attacks Hector in a frenzied rage, causing their plans for world domination to fail once again.

The food caused him to grow many times his original size, and he began to live without water. Billy didn't realize what was going on and kept putting him into situations with exceedingly hot conditions. Billy eventually had to flush him after the heat proved too much, even though the toilet was far too small to fit him. Billy's dad managed to catch him while fishing, promptly cooking and eating him. However, he has appeared in other episodes.

Morg is the Martian Grim Reaper who came to Earth and secretly attempted to eliminate Grim. He used Martian zombies to do his biddings. Morg also terminated the other reapers from different planets of the Solar System; Mercury, Venus, Uranus, etc. The word "Uranus" makes him laugh.
