Sorry for the late response. You'll have to look at the usage guide for {{tl|Cquote}}. The template is intended for [[pull-quote]]s. [[WP:MOS#Quotations]] recommends the HTML <nowiki><blockquote></nowiki> element, but the template {{tl|Quote}} is equally effective.
