I have read the Wikipedia guidelines ''re'' Conflict of Interest and I confirm here that I do not have one. [[User:Rumiton|Rumiton]] ([[User talk:Rumiton|talk]]) 13:10, 18 March 2008 (UTC)

==Statement by unsuspecting passer-by [[user:Mukadderat]] hit by a truck==
Evidence: [[Talk:Criticism_of_Prem_Rawat#Versions_suggested_so_far:]], [[user talk:Mukadderat]], [[Wikipedia:Administrators%27_noticeboard/Incidents#User:Mukadderat_1RR_probation_violation]].

''Regular participants of the editing in these topics throrughly forgotten what is wikipedia for and are engaged in thick [[wikipedia:Wikilawyering]] for whatever political purposes in lieu of discussion of editing merits. And [[user:jossi]] is among prime ocrhestrators of this.''

'''Proposal''': [[user:Jossi]] must be banned from any participation in this topic whatsoever, including discussion in talk pages, both becuse of his conflict of interest and behavior incompatible with position of administrator.

'''Brief history''' While doing word search I occasionally run on this topic and did some minor changes, withoud adding any new content, mostly trying to provide various links between various pieces of info. In particular I added an innocent sentence into [[Criticism of Prem Rawat]] saying that the organization Divine Light where he was guru was also criticized. After a while I noticed it disappeared from the text. Looking into history, I noticed there was reversal of anons and I decided that disappearance of my text was "collateral damage" of fight with anon vandals, so I restored my piece without making much fuss. Next thing I see my text deleted again with ridiulous editu summary "removed unsourced material as per talk". I looked into the talk page and did'n notice any explanation. I restored my text and demanded explanation wich exactly reference they want, which was rather ridiculous request IMO: why would anyone need a reference to phrase "The [[Divine Light Mission]] with Prem Rawat as its ''[[guru]]'' was also criticized as a sect or cult." -- The article "[[Divine Light Mission]]" has a screenfull of references to this end. After that I received a notice on my talk page that the article in on 1RR probation and exact pointer where my edits were discussed.

After looking there, the first my feeling was that of a fly which occasinally flew into a dining room. Rather than discussing any '''merits''' of my rather trivial edit, great energy was spent on desire to revert my edit whatever it costs on formal reasons. And it was started by [[user:Jossi]], who is obviously vigilantly watches the aticle, and while not editing it himself, calls his army to arms against unwanted intruders. What happened next is a shame to wikipedia community: someone emitted a cry: "I already spent my 1 revert! Please, someone revert this nasty guy!" If it is not shameless meatpuppetry then I am Jesus Christ.

Next thing and [[user:Jossi]] starts threathening me with sanctions if I not behave how in wants. '''And after 12 minutes!!!!'''' since his warning he implements his threat: [[Wikipedia:Administrators%27_noticeboard/Incidents#User:Mukadderat_1RR_probation_violation]]. In this page I defended myself with analysis why I consider this act as extemely inappropriate and frivolous, so I will not repeat myself.

'''Conclusion''' This extremeny brief edting episode demonstrates several acts of inappropriate beaviour of [[user:Jossi]]
*While reclusing whom editing the article because of COI, he still orchestrates POV pushing in the talk page by mobilizing meatpuppets in revert wars for purely formal reasons while avoiding factual discussion of edits
*Hypocrisy: ''I see an edit war going on about "The [[Divine Light Mission]] with [[Prem Rawat]] as its guru was also criticized as a sect or cult." There are no sources for this in this article, so I am wondering experienced editors keep re-adding this. ≈ jossi ≈ (talk) 01:20, 11 April 2008 (UTC)'' -- As a very interested person he knows only very well that references are abound. And if, e.g., he wants these refereces copied from [[Divine Light Mission]] into this article, the {{tl|fact}} tag would be suffcient. [[User:Mukadderat|Mukadderat]] ([[User talk:Mukadderat|talk]]) 18:21, 12 April 2008 (UTC)
*Aggressive theats combined with refusal to discuss the '''article content''': when I asked in the talk page which exactly references are necessary, his repy was: "It does not matter, really. You are welcome to contribute, but note that there is a 1RR probation on this article. You can self-revert, and save all of us a trip to WP:AN/I, were it will be reported if you don't. ≈ jossi ≈ (talk) 23:24, 11 April 2008 (UTC) " In other words, article content does not matter to him.
*Exsessive impatience: he implemented his threat '''after 12 minutes''' after issuing it, while I was still bewildered by an unexpected aggressive altack and was reading talk pages to understand what this fuss was all about.
*Insulting language: "self-revert and save yourself from getting dinged"

I am a rather tolerant person and not edit warrior, as may be verified in some other controversial articles I edites, such as [[Islamophobia]], [[Pointian Greek Genocide]] or [[goy]]. But I see this beavior of [[user:Jossi]] as utterly incompatible with the position of an admn and here I decided to increase my levei of intoleance and I will be closely watching his editing activity to verify whether it is time to initiate a motion of desysopping this person. ===Purpose of Wikipedia===
1) ...
1) The purpose of Wikipedia is to create a high-quality, free-content encyclopedia in an atmosphere of camaraderie and mutual respect among contributors. Use of the site for [[Wikipedia:What Wikipedia is not|other purposes]], such as [[Wikipedia:What Wikipedia is not#Wikipedia is not a soapbox|advocacy or propaganda]], [[Wikipedia:What Wikipedia is not#Wikipedia is not a battleground|furtherance of outside conflicts]], publishing or promoting [[Wikipedia:No original research|original research]], and political or ideological struggle, is prohibited.

</nowiki> -->
===Neutral point of view and sourcing===
2) All Wikipedia articles must be written from a [[Wikipedia:Neutral point of view|neutral point of view]]; that is, they must fairly portray all significant points of view on a subject in accordance with their prevalence. The neutral point of view is the guiding editorial principle of Wikipedia, and [[meta:foundation issues|is unforgoable]].

The neutral point of view's requirement that points of view be represented fairly and accurately, and Wikipedia's nature as an encyclopaedia, demand that articles should always use the [[Wikipedia:Reliable sources|best and most reputable sources]]. A neutral point of view cannot be synthesised merely by presenting a plurality of opposing viewpoints, each derived from a polarised source.

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Conflicts of interest===
3) An editor has a [[Wikipedia:Conflict of interest|conflict of interest]] when their interests in editing Wikipedia, or the interests of those they represent, conflict or potentially conflict with the interests of the Wikipedia project in producing a neutral, verifiable encyclopaedia. An editor will have a conflict of interest with respect to an article if, for example, they stand to benefit financially from editing the article, or if the article is about them or about a business or organisation that they represent.

An editor who has a conflict of interest with respect to an article is generally ''discouraged'' from editing that article, but ''encouraged'' to otherwise contribute to the editorial process, for example by contributing to [[Wikipedia:Talk page|talk page]] discussions.

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Consequences of a conflict of interest===
4) Though the presence of a conflict of interest can often explain the production of problematic content, its mere existence is not problematic; indeed, a well-managed conflict of interest can lead to productive contributions.

Thus, when a user with a conflict of interest makes contributions, the presence of the conflict is a good reason for close review of those contributions by the community, but the contributions are not necessarily problematic; scrutiny must always be with reference to content policy. The focus, as always, must be on the content.

As the conflict of interest guideline [[Wikipedia:Conflict of interest#How to handle conflicts of interest|states]]:
<blockquote>"Who has written the material should be irrelevant so long as these policies are closely adhered to. The imputation of conflict of interest is not by itself a good reason to remove sound material from articles."</blockquote>

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Use of administrative tools in a content dispute===
5) Administrative tools may not be used to further the administrator's own position in a content dispute.

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Decorum===
6) Wikipedia users are expected to behave reasonably, calmly, and courteously in their interactions with other users; to approach even difficult situations in a dignified fashion and with a constructive and collaborative outlook; and to avoid acting in a manner that brings the project into disrepute. Unseemly conduct, such as [[Wikipedia:No personal attacks|personal attacks]], [[Wikipedia:Civility|incivility]], [[Wikipedia:Assume good faith|assumptions of bad faith]], [[Wikipedia:Trolling|trolling]], [[Wikipedia:Harassment|harassment]], [[Wikipedia:Do not disrupt Wikipedia to illustrate a point|disruptive point-making]], and [[Wikipedia:Gaming the system|gaming the system]], is prohibited.

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Biographies of living people===
7) Wikipedia articles that present material about living people can affect their subjects' lives. Wikipedia editors who deal with these articles have a responsibility to consider the legal and ethical implications of their actions when doing so. Biographical material must be written with the greatest care and attention to [[Wikipedia:verifiability|verifiability]], [[Wikipedia:Neutral point of view|neutrality]] and [[Wikipedia:No original research|avoiding original research]], particularly if it is contentious.

====Locus of dispute====
:''Passed x to x at ~~~~~
1.1) The locus of dispute is the article [[Prem Rawat]], and to a lesser extent, certain [[list of Prem Rawat-related topics|other related articles]] concerning the Prem Rawat movement.
</nowiki> -->

:''Passed 8 to 0, 14:15, 12 May 2008 (UTC)''

===Existing restrictions===
3) Following [[Wikipedia:Administrators' noticeboard/Archive130#Prem Rawat 1RR parole proposal|an administrators' noticeboard discussion]], a [[WP:1RR|one-revert rule]] editing restriction was applied to a number of Prem Rawat related articles for a period of three months beginning 4 March 2008.

In addition, a number of editors, including [[User:Jossi|Jossi]], have voluntarily taken on editing restrictions with respect to various articles related to the Prem Rawat movement ([[Wikipedia:Requests for arbitration/Prem Rawat/Workshop#History of editing restrictions|details]]).

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Incivility and personal attacks===
4) There has been some history of [[Wikipedia:Civility|incivility]] and [[Wikipedia:No personal attacks|personal attacks]] surrounding articles related to the Prem Rawat movement, which has at times provided for a difficult editing environment.

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Jossi===
5) {{userlinks|Jossi}} has, on a number of occasions, indicated that he has a conflict of interest with respect to articles about the Prem Rawat movement (for example [http://en.wikipedia.org/w/index.php?title=User:Jossi&diff=prev&oldid=5745173 here] and [[User:Jossi/Disclosure|here]]), and this is not in dispute. Jossi has made a substantial number of edits to articles relating to the Prem Rawat movement (though only seven out of the last one thousand edits to [[Prem Rawat]]).

The evidence presented at this time has not disclosed a history of problematic editing, in terms of basic content policy, by Jossi.

Further to this observation, a [[Wikipedia:Conflict of interest/Noticeboard|conflict of interest noticeboard]] discussion [[Wikipedia:Conflict of interest/Noticeboard/Archive 22#User:Jossi and Prem Rawat|in February 2008]] did not indicate that Jossi had made problematic edits to the Prem Rawat article. As [[User:Thatcher|Thatcher]] observed in closing the discussion:
<blockquote>"After 88 KB of hand-wringing, we finally have a presentation of diffs that show Jossi edits the article, but no evidence of disruption, edit-warring, or misuse of administrative tools."</blockquote>

:''Passed 9 to 0, 14:15, 12 May 2008 (UTC)''

===Jossi has a self-imposed restriction===
6.1) Jossi disclosed his potential conflict of interest [http://en.wikipedia.org/w/index.php?title=User%3AJossi&diff=5745173&oldid=5596853 on 1 September 2004] voluntarily, and has been [[Wikipedia:Requests for arbitration/Prem Rawat/Evidence#Backround on my involvement|aware of the need to behave in a circumspect manner]] on pages relating to Prem Rawat. On 10 February 2008, he declared his [http://en.wikipedia.org/w/index.php?title=User:Jossi/Response&oldid=191164191#Declaration_of_intent intention to edit only talk pages] for Prem Rawat related articles, a self-imposed restriction to which [http://en.wikipedia.org/w/index.php?limit=500&title=Special%3AContributions&contribs=user&target=Jossi&namespace=0&year=&month=-1 he has held]. The Committee commends Jossi's voluntary restraint, and notes that it is not strictly required by the policy on conflicts of interests.
