How to create an elevated skirting board? Install your favorite regular skirting board, preferably a rather high one if you have higher ceilings. Then add a matching wall moulding on top. The more room you leave in between, the bigger the combined skirting will appear; but don't go higher than 1/5 of the wall. Paint everything in the same colour.
