You need to be more clear about what you're saying. I think what you mean is whether or not this is an official government production as opposed to a private drawing. But either way, it is the "real" seal, you only need to look at File:US Vice President Seal.svg to see that they're essentially the same image, artistic differences aside. As for who produced the drawing, that does not matter, because government seals like this can not be copyrighted in the United States, they are exempt. Fry1989 eh?
