Delete from commons and restore to enwiki under a claim of fair use for en:MCC tour of Australia in 1954–55. According to the Australian Copyright Council Information Sheet G023v16 page 3:
  1. If any of the material was created before 1 January 2005, you first need to work out whether copyright expired before that date, by applying the pre-AUSFTA rules.
  2. If copyright expired under the following pre-AUSFTA rules, which applied up to 1 January 2005, the material remains in the public domain and may be freely used.
  3. The pre-AUSFTA rules: up to 1 January 2005, say "Artistic works ... copyright ... [for] photographs (if taken before 1 May 1969 [lasts for] 50 years from the end of the year they were taken)".
If this guidance is correct and if the material was published in 1954 or earlier, then copyright expired in 2004 and was not extended by the AUSFTA. At the time of the URAA restoration date (1/1/1996) the photo was still in copyright in Australia. If the URAA restoration terms apply then in US law the photo is in copyright until (1954 + 95 years) = 2049.
