Imagine you want to upload a picture of Bart Simpson, but of course you can't just scan it in. Why not take a picture of a little action figure and then upload it? Don't. The reason why you can't upload photographs of such figures is that they are considered as {{wp-Derivative work|derivative works}}. Such works can't be published without permission of the original creator.
