Description
The following tests are broken with VS2022 17.14.0 preview 4.0.
1) Error:
TestMkmfConvertible#test_typeof_typedef:
Test::Unit::ProxyError: invalid byte sequence in UTF-8

They are working fine with VS2019.

Probably due to warnings in CP932 encoding.
The warning issue is already reported at: https://developercommunity.visualstudio.com/t/warning-C5287:-operands-are-different-e/10877942

This issue has not happened with VS2022 17.14.2. I'm closing this.

because this warning may cause gem installation issue.
