The concept is pretty simple, all you do is get your fabric, fold it in half and sew channels along so that you can insert the elastic to create the desired effect.   A little note that I ran out of time to get into more detail about is, the elastic, I cut several strips of elastic to insert into the channels, and you can make these whatever length nessisary for your sewing project, the shorter = more scrunchy, the longer = less scrunchy.
