The general consensus seems to be that this was a design by Pamela Kay for Tibor Reich. ULITA (the cloth-workers digital archive) says: "This design was one of several produced by Tibor Reich in 1969 to commemorate the 200th anniversary of the first Shakespeare Festival in Stratford Upon Avon, organised by the actor David Garrick in 1769. The anniversary events were held in 1969. The pattern represents the Kings of England from Shakespeare's histories."
