RHD, so possibly a secondhand import from Australia? Or maybe US-spec, but possibly ex-postal or something along the lines of that?

Well, there is the rear lighted sidemarker here that could be USA version as well.

Probably aftermarket conversion :??:

Anyway, Wasserboxer/diesel version. So, 1982-85.

Perhaps it was converted to RHD for a previous film/TV production. The windscreen wipers look like LHD ones drooping and touching the bottom of the windscreen, a bit like /vehicle_578977-Volkswagen-Bus-Typ-2-T3.html and the amber lights are permanently lit as sidemarkers.

I doubt it was for USPS. Leyland were trying to sell their National over there as a school bus, but it was decided by Reagans' adminiatration all purchases from government had to be US products.

There would probably have been enough T2 or 3 buses in UK or Aus to fulfil demand at that time, if I remember rightly only the original Transporter was fetching silly money - especially in Japan.

I dunno, maybe it was converted for export to Japan is my best guess.
