I suggest using a steering servo out of an RC car.  It'll cost you about 
$20.  It runs off 5V DC.  The uptime vs. downtime of a logic level pulse 
determines the position the shaft will rotate to.  The ones I'm playing 
with draw about 150mA when changing positions, and next to 0 steady 
state.  I can provide more info, pinouts, etc. if you like.
