  You could use use something like the scissor jack platforms that most 
equipment rental places have.  Then only a little prep work would be needed
to get ready for the bricklaying.  Most of that would be required for the
foundation anyway.  The cherry picker idea is good too.(same reasons)
Cruise by a construction site and look how we are doing it now, it looks
about the same as it did centuries ago. there must be a reason for this?
