If this is an IBM/PC, then just buy you a cheap parallel printer port ($10-15)
and you then have a single 8bit port (output available on all, input available
on many/most) and several additional I/O lines. Then just 2 of the additional
I/O lines as the CE input of two 8bit latches, and connect the printer STROBE
line to the clock. 

Very easy to program, and cheap (especially if you already have a parallel
port). There are several other variations on this scheme to give you lots
of digital I/O on a simple/cheap printer card.
