There is a file on cherupakha.media.mit.edu (18.85.0.47) in /pub/incoming/servo8.asm
that runs on a Motorola MC68HC811E2 microcontroller and controls 8 RC type servos.
It could potentially control 21 servos with a little rewrite.

It reads a serial line for (servo#,position) pairs and sets the pulse width.

An MC68HC811A2FN is about $7.00 in single quantities.

Software is free and hardware to get it running is minimal.
