Agreed.

Smalltalk providers could do much to help this by producing versions that
are competitive on price AND features with Visual Basic and Visual C++
standard editions.

I did that 6 months ago. My current employers, Midland Bank (and I believe
HSBC group in general), are very keen on training. My previous employers
were not (and haven't changed from what I've heard).

I'm happy at Midland and the future looks rosy at the moment. My posts
have been on the situation in the UK in general, rather than mine in
particular.
