Very valid point, it appears MIS departments are trying to regain the 
control they lost in the past decade. With development tools so expensive 
that contractors and consultants can't afford to properly equip themselves.

Odd though at the same time they are reducing the size of full-time staffs 
and using contractors more. We are fast becoming a disposable resource. Educate 
yourself, get experience somehow, keep up to speed on your own, and we'll 
hire you on a 6 month contract with no benefits. The next few years are 
really gonna be interesting.
