I you are a Pascal programmer please help me with the following.

I want to create a program that can tell at how many cycles per second a 
certain sound is played.  For example if you enter the command 
"Sound(200);" in Pascal it will make a sound at 200 cycles per second.  
Now say I play that sound to the computer how can a program detect at how 
many cycles a sound is played?  Can you please give me information on how 
to write such a program or provide me with some source code.  The sound 
that is played will enter the sound card throug the microphone socket 
(Port: 220, IRQ: 3,  DMA: 1)
