What is the state of exception systems for Scheme?  Has a proposal for
the addition of an exception system to the report been made?  If so,
what was the reaction?  Are there papers describing any Scheme
exception systems?  (To establish the kind of answer I'm looking for:
I, like everyone else (though mine is probably worse than most), have
hacked up an exception system using continuations and am aware of the
(simple) Scsh (which I assume is built on top of Scheme48 exceptions)
and ML exception systems --- no need to talk about these things.)

Anyone know where a description of the Common Lisp condition system
can be found?

Also, are the report committee meeting minutes available anywhere?
I have heard (in comp.lang.scheme) that R5RS is sealed.  What's in?
