What Harlequin distributes for free is an interpreted-only PC Lisp
called "FreeLisp", which is *not* a version of either LispWorks *or*
Lucid (or any other commercial-level Lisp). OTOH, it is free and an
excellent way to learn Lisp. Franz' Allegro CL/Windows Web version is
a slightly limited version of their commercial Lisp. Also free and an
excellent way to learn Lisp.

I have links to both of these and other free CL's for other OS's on my
Lisp WWW page: <http://www.apl.jhu.edu/~hall/lisp.html>.

Happy hacking-
