The β+ emitter 11C is a possible treatment ion for hadron therapy owing to its excellent properties in PET imaging, which could be used for range verification during the treatment. A charge breeder is required to transform the molecular CO+ beam, coming from an ISOL-production stage (Isotope Separation OnLine), to Cn+ and to match it with the acceptance of the medical accelerator. In this paper we discuss the possibilities of using a charge breeding scheme based on an Electron Beam Ion Source for beam preparation of a radioactive $^{11}$ C beam for hadron therapy. Test measurements under extreme operating conditions were conducted at the REX-ISOLDE facility to explore the limitations of the charge breeder for high-intensity, low-repetition-rate, molecular CO $^{+}$ beams. A charge state breeder, which transforms externally injected singly charged ions to a higher charge state q+, is an important tool which has applications within atomic, nuclear and even particle physics.
